Poverty forces millions of people to become homeless or to live in degrading conditions, in town and country. Lack of earnings prevents poor people from securing minimum comfort far less having electricity or a telephone. In unsatisfactory housing, children cannot study properly and lack of security may put their lives at risk. In poor districts, there are often no official administrative services and land squatting is current practice.
